Beyond Handouts: Buni’s N461m Dangote Refinery Share Plan Targets 43,928 Vulnerable Women

For thousands of vulnerable women in Yobe State, an initiative by the state government to purchase shares in the Dangote Petroleum Refinery and Petrochemicals could offer a different pathway to economic empowerment—one that goes beyond immediate financial assistance to investment and long-term asset ownership.

Governor Mai Mala Buni has approved N230.62 million for the proposed purchase of shares for 43,928 vulnerable women across the state’s 17 local government areas, in a programme designed to promote financial inclusion and strengthen the economic resilience of disadvantaged households.

The initiative, according to the state government, is part of its broader economic recovery agenda, with particular attention to women whose livelihoods have been affected by poverty, displacement and the lingering consequences of insurgency.

Unlike conventional empowerment programmes that often focus on cash transfers, food distribution or other forms of immediate relief, the proposed arrangement seeks to give beneficiaries a stake in a major industrial enterprise through direct ownership of financial assets.

The Director-General, Press and Media Affairs to the Governor, Mamman Mohammed, disclosed the approval in a statement, explaining that the initiative emerged from engagements initiated by the state government at the 81st United Nations General Assembly (UNGA) in New York, United States.

At the international gathering, Yobe State was represented by the Secretary to the State Government, Dr. Mohammed Goje, who sought a partnership with the Aliko Dangote Foundation to enable vulnerable women in the state to become shareholders in the refinery.

The discussions subsequently developed into a formal partnership proposal under which the state government and the foundation are expected to contribute equal amounts towards the share acquisition.

Under the proposed arrangement, the Yobe State Government will provide N230.62 million to finance the purchase of 10 shares for each of the 43,928 women, while the Aliko Dangote Foundation will provide an equivalent matching grant.

The combined investment opportunity is valued at approximately N461.24 million, subject to the applicable Initial Public Offer (IPO) conditions and successful allotment of the shares.

If the arrangement is successfully implemented as outlined, each beneficiary will own 20 shares registered in her name, with the shares to be credited to her individual Central Securities Clearing System (CSCS) account.

This individual ownership structure is central to the programme’s stated objective of promoting financial independence. Rather than receiving assistance solely as a beneficiary of government intervention, each woman would have an identifiable investment asset in her own name.

For women struggling to rebuild their livelihoods, such ownership could create an entry point into the formal investment sector and provide an opportunity to participate in the financial benefits associated with shareholding, depending on the performance of the investment and the applicable market conditions.

The programme is expected to prioritise women facing some of the most difficult socioeconomic circumstances in the state.

They include women from internally displaced households, widows with multiple dependants, women living with disabilities and those experiencing extreme poverty.

These categories reflect the vulnerabilities of households that frequently face difficulties accessing formal financial services, building savings or acquiring assets capable of supporting their long-term economic security.

In communities affected by insurgency, displacement and disrupted livelihoods, the ability to accumulate and retain assets can be an important component of economic recovery. However, the actual benefits of the proposed investment will depend on successful implementation, proper beneficiary identification and sustained access to the financial assets acquired on their behalf.

Dr. Goje said the initiative illustrated how international engagements could be translated into practical investment opportunities for vulnerable residents.

He explained that what began as a high-level conversation during the UNGA had progressed into a formal partnership proposal with the potential to benefit tens of thousands of women across Yobe State.

According to him, the programme aligns with Governor Buni’s development agenda, which emphasises inclusive economic growth, support for vulnerable households and the strengthening of communities recovering from the effects of insurgency.

He also described the initiative as a shift in policy direction, with the government seeking to empower vulnerable women not merely as recipients of assistance but as potential owners of productive financial assets.

The proposed partnership also highlights the potential role of collaboration between state governments and private philanthropic organisations in expanding economic opportunities for disadvantaged populations.

By combining public funding with a matching grant from the Aliko Dangote Foundation, the arrangement is intended to increase the resources available for the proposed share acquisition while extending investment participation to women who might otherwise struggle to enter the market.

Nevertheless, the long-term impact of the programme will depend on more than the announcement of funds or the proposed allocation of shares. Clear implementation procedures, transparent beneficiary selection, proper documentation and adequate information on share ownership will be important in ensuring that the intended beneficiaries receive and retain their investments.

The applicable IPO conditions and successful allotment will also determine the extent to which the proposed investment becomes an actual financial asset for the women.

For Yobe State, the initiative presents an alternative approach to discussing women’s economic empowerment: not only in terms of the assistance they receive today, but also in terms of the assets they may own in the future.

If successfully implemented, the programme could provide 43,928 vulnerable women with a foothold in formal investment, while offering a model for linking social protection with longer-term economic participation.

Ultimately, its significance will be measured not only by the N461.24 million investment opportunity announced by the government and its proposed partner, but by whether the women receive their shares, understand their ownership rights and are able to benefit meaningfully from the assets acquired in their names.
