The House of Representatives Committee on Customs and Excise has approved a budget of N1.132 trillion for the Nigeria Customs Service (NCS) for the 2025 fiscal year, signalling legislative support for the agency’s drive to boost revenue generation, enhance trade facilitation, and intensify anti-smuggling operations.
The budget proposal was presented to the committee on Monday, June 23, 2025, by the Comptroller-General of Customs, Adewale Adeniyi, who was represented by Deputy Comptroller-General in charge of Finance, Administration and Technical Services, DCG Mohammed Jibo.
In his presentation, Adeniyi disclosed that the NCS has set an ambitious revenue target of N6.584 trillion for the year. This figure comprises N3.853 trillion projected for the Federation Account, N1.081 trillion for the Non-Federation Account, and N1.650 trillion expected from Import Value Added Tax (VAT).
According to him, the Customs Service intends to generate revenue from legitimate streams, including 4% of Free-On-Board (FOB) value, amounting to N1.070 trillion, a 2% VAT share of N33.01 billion, and N29.05 billion earmarked for ongoing capital projects.
Breakdown of the approved expenditure shows that N247.16 billion is allocated for personnel costs, N239.97 billion for overheads, and N645.42 billion for capital projects. The allocation, Adeniyi said, reflects the Service’s commitment to improving operational efficiency and expanding its infrastructure across the country.
The Comptroller-General reaffirmed the NCS’s adherence to fiscal discipline and legislative oversight, adding that the Service is committed to working closely with the National Assembly to ensure transparency and compliance with existing laws.
He also noted that the Customs Service is actively exploring sustainable funding mechanisms to support its ongoing reform and modernisation agenda, aimed at transforming it into a globally competitive agency.
Members of the committee commended the NCS for its reform efforts and pledged continued legislative support to help the agency meet its revenue goals and strengthen border security.
