Following the recent nationwide redeployment and posting of Resident Electoral Commissioners (RECs) by the Independent National Electoral Commission (INEC), Dr. Sa’ad Umar Idris has assumed office as the new Resident Electoral Commissioner (REC) for Gombe State.
According to a statement by Mohorret Bigun, Public Affairs Officer, INEC Gombe State, Dr. Idris officially took over the leadership of the Commission on June 10, 2025, becoming the 11th Resident Electoral Commissioner in the state. He succeeds Alhaji Umar Ibrahim.
In his inaugural address, Dr. Idris expressed appreciation to his predecessor for a warm reception and a seamless handover. He urged all Heads of Departments (HODs) and staff to uphold INEC’s core values of professionalism, excellence, integrity, teamwork, and transparency.
“These principles,” as noted by him, “are the foundation of the Commission’s mandate.”
He also emphasized his open-door policy, encouraging staff to share innovative ideas that will help advance the Commission’s work. Dr. Idris called for collective effort, urging all staff to work cohesively to serve both INEC and Nigeria in delivering credible and transparent elections.
Before his posting to Gombe, Dr. Idris served as the Director-General of The Electoral Institute (TEI), INEC’s research and training arm.
He is an accomplished academic and public administrator with over 30 years of service in the Nigerian public sector, much of it dedicated to training, capacity building, and strategic human resource development.
Dr. Idris earned a B.Sc. in Political Science from Ahmadu Bello University, Zaria, in 1989, graduating as the best student in his department and receiving the Henry Ijembi Award. He obtained an M.Sc. in Business Studies (Human Resource Management) from Salford University, Manchester, UK, in 1993, and completed a Management Development Programme at Coombe Lodge, Bristol, UK, that same year.
In 2005, he earned a Ph.D. in Labour Economics from Renmin (People’s) University of China, Beijing, under a Chinese government fellowship. His doctoral work focused on training and development, and he collaborated with leading scholars both in China and internationally.
The statement noted that Dr. Idris is a fellow and member of several professional bodies, including the Nigerian Institute of Management (NIM), Chartered Institute of Personnel Management (CIPM), Institute of Industrialists and Corporate Administrators (FIICA), Institute of Corporate Administration (FICA), and the Chartered Institute of Loan and Risk Management of Nigeria (CILRMN), where he serves as a Council Member and Institute Ambassador.
His career includes key roles such as Special Assistant to the Executive Secretary of the National Board for Technical Education (NBTE), Head of Training and Staff Development at NBTE Kaduna, and Head of Training at the Infrastructure Concession Regulatory Commission (ICRC), Abuja.
Appointed Director of Training at The Electoral Institute in 2015, Dr. Idris later became Acting Director-General and was confirmed as the substantive DG in 2019.
During his tenure, he led nationwide electoral training, oversaw significant research and publications such as the TEI Monograph Series, Nigeria Electoral Journal, and TEI Public Lecture and Policy Dialogue Series, and spearheaded the Electoral Violence Mitigation and Advocacy Tool (EVMAT).
Dr. Idris an indigine of Bauchi State is also a prolific writer and public speaker, with numerous papers on elections and political development to his name. He has represented Nigeria at several international forums on democratic governance and is multilingual, including fluency in Mandarin Chinese.
According the the statement INEC Gombe has welcomed Dr. Idris’s appointment and expressed optimism for a new chapter of innovation and strengthened electoral management under his leadership.
